Brazil Prohibits Loot Box Sales to Minors

The President of Brazil has enacted a law banning the sale of loot boxes to individuals under the age of 18, as part of a broader effort to safeguard children and adolescents in the digital realm. The ECA Digital law, signed by President Luiz InĂ¡cio Lula da Silva, is the country's first dedicated legislation to protect minors in digital environments. According to Article 20 of the law, loot boxes in electronic games that are accessible to children and adolescents are prohibited, in line with the respective age rating. The law defines loot boxes as features that allow players to purchase virtual items or random advantages without knowing their content or usefulness beforehand. The legislation will come into effect in March 2026, at which point game companies will no longer be able to sell loot boxes to players under 18. Additionally, games that include user-to-user interaction features and are accessible to minors must implement certain safeguards, including a complaint processing system and social transparency on abuse and violations.
