Family of Deceased Kansas Man Receives $5 Million Settlement in Fatal Swatting Incident

A $5 million settlement has been reached in a federal lawsuit filed against Wichita police detective Justin Rapp, stemming from the fatal shooting of Andrew Finch. The payment will be made to Finch's family. The incident occurred five years ago, when officers responded to a false emergency call regarding a purported hostage situation at Finch's address, which was actually a prank call related to a $1.50 wager in a Call of Duty game. Finch, who was unarmed, was shot by Rapp shortly after stepping outside his home. Rapp initially claimed Finch was armed, but later testified that he did not see a gun. Two individuals, Tyler Barriss and Casey Viner, were convicted in connection with the swatting incident, receiving prison sentences of 20 years and 15 months, respectively. Following the settlement, a representative for the Finch family expressed relief, stating that the journey to this point had been arduous and marked by numerous disappointments.
